    Buildings & Grounds Committee Meeting Minutes
    July 29, 2008
    Call to Order: Meeting called to order at 2:05pm.
    Attendance: Meeting attended by Chairperson, Kelly Ovsek, Mayor Renda, Greg Potts, Ted DeWater and Katie Martin of the Historical Society.
    Minutes: The July minutes were approved.
    Residents Concerns:  None
    Old Business:
    1) Service Facility Replacement (RFP’s)- The new Service Facility is being considered in the Mayor’s 5 year Capital Improvement Plan. The plan will be presented to Council at its September meeting.
    2) Cul-de-sacs – The committee continued its discussion of developing a “model” of Village maintained cul-de-sacs. Since the initial talk, several requests have been made all with very different circumstances. Some neighborhoods request no service from the Village, some requests additional trees, and some requests just grass. Deciding that one model may not address all situations, the committee suggested moving forward with a policy that would provide guidelines (monetary value declared) that would better serve the requests. Service Director DeWater will draft a policy for the committee to evaluate in September. 
    3) Police Station Repairs- Most repairs are complete, however, the tile repair job in the women’s shower is still ongoing. Initially, the project appeared to be a small repair but because of the nature of its location and the design of the shower basin and floor, companies would not quote the job. The Village is now sourcing quotes for complete replacement of the shower basin and floor.
    4) Sign Inventory, Repairs and Replacement- The Village continue to work on the signs. A new Police Department sign is being sourced. The current one is in disrepair.
    5) Information Sign-The committee recommended the Village investigate informational signs to be located in front of Village Hall and perhaps some other prime areas in the Village. Several people have requested signs to remind residents of upcoming events.
    6) Replacement Carpeting/ Tile of Town Hall Building- The Committee recommended investigating alternatives to the Town Hall foyer carpeting. The area is highly trafficked and is in dire need of replacement. Mr. Potts will investigate pricing for replacement as well as alternative materials such as slate or ceramic. The committee would like to include the project in the 2009 Buildings and Grounds budget that will be proposed to the Mayor. Mr. Potts is to provide 3 quotes for the September meeting.
    7) Kandra House (use and storage)- Discussion continued on the status of the Kandra house. Mr. Potts and Mr. DeWater did a site visit and provided a feasibility study to the committee. To upgrade the house to livable standards an estimate of $59,500 would be required. It was further discussed what is stored in the house presently and if alternate locations exist. The house contains very little and the Mr. DeWater felt other locations could absorb the items stored. The committee is open to the idea of demolishing the house. Keeping it would require a significant amount of money for updates with no return on the investment. Part of the study included pricing for demolition. Mr. Potts presented three verbal quotes ranging from $7700-$10,500. The committee requested a more thorough comparison of quotes, that included its request the Village provide our own fill (possible price reduction), and hopes to make a motion at the August Council Meeting.
    8)  IT Service Discussion- The Village is seeking IT quotes for the Village that would have two contract components- 1) the infrastructure itself and 2) a Service component that would include routine maintenance and upgrades.

    New Business:

    1. Forest Ridge- Mayor Renda and a Steward of the Land Conservancy recently hiked the area for 2 hours. The hike is part of the overall follow up to ensure the Village is maintaining the land as agreed upon in the purchase agreement.  Unfortunately, several infractions were discovered with the most severe being the finding of bike marks. Our agreement clearly states the property is for trail hiking only. The committee discussed placing signs at the entrance points and including the info in the next newsletter.

    Historical Society:   
    The MHHS will be hosting “The Consortium” a group of small Historical Societies, on September 27, 2008 for the meeting. The group plans on meeting in the Council Chambers and requested help for re-arranging tables and adding chairs. Ted DeWater said the Service Department can assist the Friday before.
    It is also the last day the Cabin will be open for the season.
    With no further business, the meeting was adjourned at 3:15pm.
    The next meeting is Tuesday, August 26 at 2pm.
