Council Meeting Minutes - April 9, 2008


The Council Meeting of the Village of Moreland Hills was called to order by Mayor Renda at 7:00 p.m.

PRESENT AT ROLL CALL: Mrs. Ovsek, Mr. Richman, Mr. Buczek, Mrs. Cooper, Mr. Newman.

ALSO PRESENT: Mayor Susan Renda, Law Director Margaret Cannon, Building Commissioner Greg Potts, Service Director Ted DeWater, Police Chief Tom Flauto, Clerk of Council Mary Catherine Bosley.

Mayor Renda announced that Walt Schendel of the Planning Commission has been ill and is recuperating now. Mr. Schendel’s wife sent a thank you to Village Council, Planning Commission and Staff for the flowers.

Mayor Renda presented Officer Mike Pinizzotto of the Moreland Hills Police Department a proclamation for the entire Police Department declaring May 15, 2008 Police Memorial Day.

Mayor Renda announced that Peter Bolek has been chosen to fill the empty seat on the Planning Commission.

Mr. Newman made a motion seconded by Mrs. Cooper to confirm the Mayor’s appointment of Mr. Peter Bolek to the Planning Commission to a term ending December 31, 2013.

Mr. Bolek was sworn in by Law Director Margaret Cannon.

Mr. Newman made a motion seconded by Mr. Buczek to approve the Council meeting minutes of February 10, 2008.

Mr. Buczek made a motion seconded by Mr. Newman to approve the Council meeting minutes of March 12, 2008.

Mayor Renda introduced Mr. Chris Neilson and Ms. Margaret Jackson of the City of Cleveland Water Division and they conducted a presentation regarding the City of Cleveland Water Division proposed contracts.


REPORTS OF COMMITTEES

Planning Commission
Mr. Newman explained that Moreland Towne Center is requesting a lot consolidation, consolidating the former Hyde Park parcel and the former Wine Shop/Restaurant into one parcel equating 2.86 acres according to the Village Engineer.

Mr. Newman made a motion seconded by Mrs. Cooper to grant Moreland Towne Center a lot consolidation.

Mr. Newman reported that he would like all Planning Commission Members, Engineer, Building Commissioner, and Mayor Renda to visit Schron property sometime before the next Planning Meeting.


Building & Grounds
The exterior painting contract is on the agenda.

Finance
Proper disposal needs to be conducted for excess equipment.

Mrs. Ovsek made a motion seconded by Mr. Buczek to allow the Service Director, Treasurer and Executive Lieutenant to compile a detailed list of vehicles, and related equipment that is considered to be non-essential for the daily operations of the Village of Moreland Hills, and is recommended for sale or disposal via one or more of the following means:

1) Placement of legal ad in 2 local newspapers for 2 consecutive weeks promoting sale through sealed bids.

2) Placement for sale via electronic sale sites i.e. www.Govdeals.com, www.Ebay.com.

3) Sell to other local municipalities which is permitted through State Code without advertising.

4) Disposal of vehicle or equipment for sale for scrap.

The compiled list will be presented and approved by the Mayor’s Office prior to posting items for sale. All Bids will go through the Mayor’s appointed contact for the sale of the listed items.


Service Committee
Preliminary draft of the drainage policy has been completed. Random drug testing trainings will be scheduled for this month. We received many compliments on the Recycling Brochure. Mr. DeWater does a great job with keeping costs down. Mr. DeWater thanked his service department for their help with keeping costs down.

Safety Committee
A formal resolution is on the agenda for the May 15, 2008 Police Memorial Day. Will form a CERT (Community Emergency Response Team) and begin trainings this summer. This will consist of about 20 resident volunteers and Officer Tackla will head this group.

Utilities Committee
No meeting took place since the last council meeting. There is one scheduled for April 17, 2008 at 8am. The sludge hauling contract is on the agenda.

*Ordinance 2008-4 introduced by Mrs. Ovsek. An Ordinance for payment of the bills in the month of April in the amount of $342,038.56.

A motion was made by Mrs. Ovsek and seconded by Mr. Buczek to suspend the rules for Ordinance 2008-4.

*Ordinance 2008-24 introduced by Mr. Newman. An Ordinance confirming the appointment by the Mayor of the Village of Moreland Hills of Gregory R. Potts as Building Inspector for the Village for the term of (1) one year and declaring an emergency. Second Reading.

A motion was made by Mr. Newman seconded by Mrs. Ovsek to suspend the rules for Ordinance 2008-24.

*Ordinance 2008-39 introduced by Mrs. Cooper. An Ordinance authorizing the Mayor to purchase a Single Axle Cab and Chassis unit, Model Profile 2009 Diamond Spec 7400 SFA 4X2 (SA525), from International Truck and Engine Corp. through the State of Ohio Department of Transportation’s Cooperative Purchasing Program at a cost not to exceed sixty-nine thousand six hundred sixteen dollars ($69,616); waiving competitive bidding and declaring an emergency.

An Ordinance authorizing the Mayor to purchase one (1) Concord “DBS” Minuteman Single Axle Dump Body with Snow and Ice Control Equipment to be installed on the Village’s Single Axle Class 8 Cab and Chassis through the State of Ohio Department of Administrative Services Cooperative Purchasing program at a cost not to exceed seventy-one thousand eight hundred twenty-one dollars and twenty-three cents ($71,821.23); waiving competitive bidding and declaring an emergency.

An Ordinance authorizing the Mayor to enter into a contract with Tony’s Painting Company for the 2008 Exterior Painting of buildings located on the Village of Moreland Hills complex at a cost not to exceed seventeen thousand dollars ($17,000) and declaring an emergency.

A motion was made by Mrs. Ovsek and seconded by Mrs. Cooper to suspend the rules for Ordinance 2008-42.

MICELLANEOUS BUSINESS

Mayor Renda showed a picture of the Council Chambers 3 month ago. She complimented Mr. Potts and the Service Department on their economical renovation of the room. Mrs. Ovsek presented a survey to council regarding going “paperless”. Mrs. Ovsek suggested using a USB drive. Mr. Buczek asked if the Village can have a central storage device for council materials? Mrs. Cooper thanks WRIS for being an easier e-mail site to access and navigate.
