Planning Commission Meeting Minutes - May 20, 2013


The meeting was called to order by Chairman Fritz at 5:03 p.m.

PRESENT AT ROLL CALL: Mr. Bolek, Mrs. Cooper, Mr. Fritz, Mr. Janke, Mayor Renda, Mr. Stanard

Others Present: Greg Potts, Building Inspector, Aimee Lane, Assistant Law Director, Jeff Filarski, Village Engineer

Mayor Renda made a motion seconded by Mr. Stanard to approve the minutes of the April 22, 2013 meeting.

Mr. & Mrs. Cohen
30 Woodburn Drive
Pool House – Roof Extension

Mr. Dan Herzog with DBH Builders, was present on behalf of Mr. & Mrs. Cohen. Mr. Herzog stated that they are proposing to tie in an open wall, reverse gable roof to the existing pool house, which will be supported by two 6 x 6 posts. He stated that the roof extension will be 14 feet out from the existing building. The roof pitch will match the 5:12 pitch that is on the existing pool house, and the shingles and siding will also match the existing.

Mr. Fritz stated that the village architect approved the plans without any notes.

Mr. Stanard asked if the existing water and electric utilities will be maintained and perhaps enhanced. Mr. Herzog stated that the only addition will be a ceiling fan and they will be able to fault the existing circuits.

Mr. Bolek asked if the increase to the accessory building still falls within the 1,000 sq. ft. allowable for accessory building. Mr. Potts stated that it does.

A motion was made by Mayor Renda seconded Mrs. Cooper to approve the pool house roof extension located at 30 Woodburn Drive.

Mr. & Mrs. Heller
60 Rydalwood Drive
Sport Court

Matthew Neff with M Neff Design Group was present at the meeting on behalf of Mr. & Mrs. Heller. Mr. Neff stated that they are proposing to add a 59 x 52 foot sport court behind the area of their recent addition of a pool and a cabana. The court will be used for basketball and hockey. He stated that the court is within the property line setbacks. Mrs. Cooper asked if the homeowners were planning on adding lighting. Mr. Neff was not aware if they planned to or not. Mr. Fritz stated that lighting is not a permitted use and told Mr. Neff to make sure that the homeowners are aware of that fact. Mr. Neff stated that he would inform them.

Mr. Fritz asked Mr. Filarski, Village Engineer, if there were any issues with this project as it relates to hillside or drainage. Mr. Filarski stated that there were not. He stated that there was plenty of drainage put in last year when they put in the pool and cabana. Mr. Filarski stated the Mr. Neff is utilizing the existing drainage in order to run drains around the court that will drain off in two different directions and therefore will not affect any surrounding properties.

Mr. Fritz stated that the village architect approved the plans without any notes.

Mr. Bolek made a motion seconded by Mr. Stanard to approve the sport court located at 60 Rydalwood Drive.

Discussion:
Ann Dunning, Architect for Mr. & Mrs. Haas updated the Commission on the progress with the project at 10 Manderly Lane. Ms. Dunning stated that she has submitted the structural certifications for the design which was requested by the Commission at last month’s meeting. She stated that Mr. Lewin stated that he needs to observe the structure again and will write another certification stating that the installation is correct. Ms. Dunning stated that she met with Mr. Dick Kawalek, Village Architect, and he informed her that he would like more defined drawings; as if they were starting from the beginning of the project. She stated that Alan Brown, general contractor, asked for permission for his workers to access areas that cannot be seen so that she can get more information about the work that is hidden under the drywall. Ms. Dunning stated that Mr. Hocevar, the Village of Russell electrical consultant, recommended using arc fault breakers, which could help indicate if the wiring was done properly as well as areas that need to be repaired. Mr. Potts stated he spoke to Mr. Hocevar briefly about the arc fault breakers. He stated that Mr. Hocevar said that it was one possibility; however, Mr. Potts stated that he is unsure whether or not Mr. Hocevar is completely comfortable using that method. He stated that Mr. Hocevar will be providing him with a report soon.

Mrs. Cooper made a motion seconded by Mr. Stanard to adjourn the meeting at 5:16pm.
