Merger Study Final Report

The Study

In March 2010, Four east-side Cuyahoga County communities – the Village of Moreland Hills, Orange Village, the City of Pepper Pike and the Village of Woodmere - cooperatively participated in a Shared Services/Merger Study that identified the range of options to reduce costs and enhance efficiency in the provision of local government services. Funding for the study was provided by a $100,000 Local Government Innovation Fund grant from the state of Ohio and a $34,130 grant from the Northeast Ohio Areawide Coordinating Agency (NOACA). Cuyahoga County Executive Ed FitzGerald, who praised the decision to explore the possibilities as “a bold collaboration by four leaders who are willing to do the smart and right thing for their communities,” pledged county resources to assist with the study.
