    Minutes of the Service Committee
    July 29, 2008

     

    1. Call to Order:  The meeting was called to order at 8:05a.m.
    1. Attendance:  The meeting was attended by Chairperson Robin Cooper, Councilman Larry Newman, Mayor Susan Renda,  Service Director Ted DeWater, Jeff Filarski, Village Engineer and Stan Sirk, Service Department Foreman.

     

    1. Quorum: Established
    1. Minutes:  The minutes from the May 20, 2008 Service Committee meeting were amended to read that 670’ of ditching work was performed on Skyline. The minutes were approved as amended.

     

    1. Residents’ Concerns: 

    1) 115 Mill Hollow Drive – This is in regards to a previous request by the homeowner to pipe-in the ditch at 115 Mill Hollow Drive.  Mr. DeWater requested an evaluation of the ditch area by the Cuyahoga County District Board of Health Environmental Service Area to determine whether the dampness was due to a nearby discharging septic system.  The report determined that there were no Public Health Concerns noted.
    Since this homeowner’s request precedes the current village drainage policy, Mr. DeWater will follow up with the resident to determine whether the resident would like to schedule the job, with the materials paid by the resident and labor provided by the village.
    2) Wiltshire and Chagrin Boulevard – This request is still pending.

     

    1. Old Business:
      1. Service Director Issues/Report

     

    Drainage Report –  Mr. Sirk provided an up-to-date ditching report.  The work on Miles Road and Canyon Road is completed, except for the seeding on Miles.  That will be done after the repaired area settles.  Mr. Filarski recommended installing a silt fence in that area until the seeding is completed.   The concrete drive apron on Canyon Road still needs to be completed.

    Camera and Laser – There was discussion about the purchasing of a camera to aid in the repair of sinkholes.  This purchase would be shared by the Utilities Committee.  The purchase of a laser was also discussed.  Mr. DeWater will continue to investigate camera and laser options and prices.

     

      1. Village Engineer Issues

    Chagrin Boulevard Slope Instability Project  -  Mr. Filarski has received a letter from CEI documenting that they will pay the costs of temporary line relocations and replacement.  They have requested a four month advance notice for the project. 
    Mr. Filarski is reevaluating the retaining wall design because of higher than anticipated sheet metal costs for the first design.  He is currently researching alternative designs and costs of a tie-back system, which would reduce the necessary pile lengths.  Engineer Filarski recommends that we apply for the Issue I funding, as the state has made more money available and the funding time frame will be fairly quick.

    2008 Road Program  Mr. Filarski reported that the road program will likely be completed by the end of next week. 

    2008 Culvert Program – The survey work is finished and the bidding will open in two weeks.

    1. Service Director
        1. Idle Reduction Policy –  Mr. DeWater provided the committee with a copy of a South Euclid ordinance regarding their new policy on excessive idling.  He would like Moreland Hills to implement some version of this policy to reduce fuel consumption and reduce emissions.  He asked that the committee read the sample ordinance and then provide input to Mayor Renda.
        2. Snow Equipment Repairs – The service department is checking all of the snow equipment to determine necessary repairs for the upcoming season.  Two vehicles need new tires, estimated at $3,000.  The MH9 truck has broken springs in the axle; the estimated repair is $2,500.
        3. Liquid DeIcer Supplier – Mr. DeWater has decided to use Geomelt (beet juice product) for 2008-2009.  The Geomelt will be added to salt, and applied as a pre-melt. According to estimates, the village might save up to $7,000 per year by reducing the amount of road salt used.  The committee voted to make a motion at the August council meeting authorizing the mayor and the service director to purchase Geomelt from Road Solutions, Inc.  The first load will be 4,000 gallons. Mr. Sirk will soon begin installation of a concrete pad and electrical lines for the Liquid De-Icer storage tank.
        4. Tree Removal and Overhead Trimming – Mr. DeWater has completed the list of trees to be either removed or trimmed for 2008.  The committee voted to make a motion at the August council meeting authorizing Mr. DeWater and the village to request formal bids for the tree maintenance program.
        5. Fire Hydrants – All have been flushed  and the Chagrin Falls Fire Director has given a list of needed repairs to the Cleveland Department of Water.
        6. Confined Space Training – The EMTEC training program on July 25 was filled to capacity, attended by service employees from five communities.  The response was very positive and Mr. DeWater would like to sponsor more programs.  He is considering a Trenching and Shoring training program.

     

    b) Village Engineer

    1. 120 Greentree – Mr. Filarski reported that there is a problem with the storm sewer outlet and the headwall sliding at this location.  There is an easement on this property.  A temporary repair pipe will be installed and then this issue will be addressed in the 2009 Culver and Drainage Program.
