IV. Description of Permit Development and Decision Process

To develop its SWMP, the Village of Moreland Hills followed the steps detailed below:

1. Formed a Storm Water Management Committee: This committee was created on [insert date]. Members include Council Persons Ted Buczek, Barbara Wolfort, Susan Renda, Service Director(s) Jim Borsi and Ted DeWater, Citizen representative Maclom McFarland and Village Engineer Jeffrey Filarski. Working with CRWP, the Committee reviewed the general requirements of each MCM and inventoried current activities that meet these general requirements.

2. Reviewed the specific requirements of the Ohio EPA draft NPDES Phase II permit: After reviewing the general Phase II requirements and inventorying our existing BMPs, we examined the specific requirements of under each MCM. We determined the extent to which our current activities meet these specific requirements and selected additional BMPs to fill any short falls in our existing programs. Our BMPs were selected based on our financial and legal ability to implement these practices as well as their suitability for our community.

3. Selected measurable goals and assigned responsible parties: After BMPs were selected, we assigned these to specific staff and set dates for implementation.

4.Finalized Storm Water Management Program: Using the Draft developed by CRWP, we finalized our Storm Water Management Program.

5. Held Public Hearings: The Storm Water Management Committee presented the draft SWMP a public hearing on February 12, 2003.

6. Approved: The Moreland Hills Village Council approved the SWMP on [insert date].

Requirements: The SWMP is required to be submitted, along with the NOI and application fees by March 10th, 2003. Section 3.1.1 of the NPDES final general permit requires the city to develop, implement, and enforce an SWMP designed to reduce the discharge of pollutants from small MS4 to the maximum extent practicable (MEP), to protect water quality and to satisfy the appropriate water quality requirement of ORC 6111, and the CWA.....
Acronym Terminology Comments/Explanations
BMP BEST MANAGEMENT PRACTICES Means schedule of activities, prohibitions of practices, maintenance procedures and other management practices to prevent or reduce pollution of the surface waters of the state. BMP also includes treatment requirements, operating procedures, and practices to control runoff, spillage or leaks, sludge or drainage from raw drainage storage.

CWA Clean Water Act aka.The Federal Water Pollution Control Act. The 1987 amendment required the EPA to establish phased NPDES requirements for storm water discharges. The EPA then issued a series of NPDES permit requirements.

MEP Maximum Extent Practicable The technology-based discharge standard for municipal separate storm sewer systems to reduce pollutants in storm water discharges that was established by CWA PAR 402 (p). A discussion of MEP as it applies to small MS4s is found in 40 CFR 122.34.
